I use the Outspoken Yellow theme for my site MyInternational.Biz.
When I am entering the text or editing it, the bullets show up great, but when I publish it, there are no bullets! I love bullets.
Is this something that is supposed to be this way for this theme or is it a glitch in the theme?

I just tried out the Outspoken Yellow theme on my own network and added an unordered list to the page using a Textbox. The list showed up with bullets as expected once I saved things. I'm not totally clear on where you're adding your list, or if you've modified the CSS for the theme at all. I'd double check the list-style attribute for your list's ul tag. It should look something like:
list-style: disc outside none;
If your list style is set to display your bullets "outside" as shown above, make sure that your list's li tags are set up with enough padding for your bullets to appear. If you have your ul tag set up to show bullets outside and your li tags set up with 0 padding, your list bullets will be hidden.
